ALAN D. STRASSER - PARTNER
ALAN D. STRASSER is a trial litigator, with extensive experience in both civil and criminal cases, and he has significant appellate experience as well. He has acted as lead counsel in approximately 100 jury trials and has briefed approximately 50 appeals.

In recent years his broad-ranging civil practice has included commercial and constitutional litigation against the government, litigation of commercial and real estate disputes, and substantial work in employment law, primarily for employers. His employment work has included litigation over employee handbooks, trade secrets, covenants not to compete, and a broad range of allegations of employment discrimination matters, Significant reported employment matters include Eubanks v. Billington, 110 F.3d 87 (D.C. Cir. 1997) (construing class action rules for employment discrimination cases), and Fiorani v. CACI, 192 B.R. 401 (E.D. Va. 1996) (construing antidiscrimination provision of bankruptcy code). He has represented government contractors in a variety of cases brought in the Court of Federal Claims and its predecessors.

His criminal practice focuses on defense of white-collar criminal cases involving allegations of health care fraud, money laundering, securities fraud, and commercial fraud, as well as related civil matters such as litigation under the False Claims Act. Alan has represented corporations and individuals sued under the False Claims Act by the government and qui tam relators. Recent reported decisions include United States v. Intrados, 265 F. Supp. 2d 1 (D.D.C. 2002), and 277 F. Supp. 2d 255 (D.D.C. 2003). Alan’s practice includes representation of witnesses before congressional committees and the conduct of internal investigations at corporations and other organizations. He also has advised individuals and companies regarding compliance with the Foreign Agents Registration Act, the Lobbying Disclosure Act, ethics-in-government laws, and issues of legal ethics and professional responsibility. Significant criminal matters include: trial co-counsel in acquittal in U.S. v. Martin (criminal antitrust); lead counsel in defense of US v. Dr. Daniels (health care fraud case resulting in hung jury and dismissal); principal investigator, internal review of FDA safeguards against insider trading; associate independent counsel, investigating potential criminality arising from the search of President Clinton’s passport files; representation of witnesses before Senate Whitewater and House Government Reform Committees.
Before joining the firm, Alan spent many years as a partner in Kutak Rock LLP, and he has also served in government as, among other things, an Assistant United States Attorney in the District of Columbia and an Associate Independent Counsel. He earned a J.D., cum laude, in 1977 from Harvard Law School, and a B.A., cum laude, in 1974 from Yale University. Alan is a Master in the Edward Bennett Williams American Inn of Court, and has taught legal ethics at Georgetown Law School. He also served as the chair of a hearing committee for the D.C. Bar disciplinary system for six years.
