DONALD J. RUSSELL - PARTNER
DONALD J. RUSSELL served in the Antitrust Division of the U.S. Department of Justice from 1977 to 2001. He was Assistant Chief of the Communications and Finance Section from 1986 to 1992; lead attorney in the 1994 monopolization case against Microsoft Corp.;and Chief of the Telecommunications Task Force from 1994 to 2001. As Chief of the Telecommunications Task Force, he supervised the development of competition policy and the antitrust enforcement activities of the Antitrust Division in the telecommunications industry,responsibilities that included the supervision of litigation under the Modification of Final Judgment in U.S. v. Western Elec. Co.; the Justice Department’s evaluations of applications filed by Bell Operating Companies under Section 271 of the Telecommunications Act of 1996; and the antitrust review of virtually all significant mergers and acquisitions in the telecommunications industry (including Disney/Capital Cities; Westinghouse/CBS; Bell Atlantic/Nynex; SBC Communications/ Pacific Telesis; Bell Atlantic/GTE; SBC Communications/ Ameritech; AT&T/TCI; WorldCom/MCI; AT&T/MediaOne; and WorldCom/Sprint). He is the recipient of the Victor Kramer Fellowship (Yale University, 1991-92); the Attorney General’s John Marshall Award for Preparing or Handling of Legislation (1996); the Neil Roberts Award for Excellence in Antitrust Enforcement (1996); and the Hugh P. Morrison, Jr. Award (2000). Don received a B.A. with High Distinction, Phi Beta Kappa, from the University of Nebraska in 1974 and a J.D. cum laude from Harvard Law School in 1977.
