On December 17, 2020, the U.S. Court of Federal Claims granted both the Navy and Robbins Russell client Leidos Inc.’s Motions for Judgment on the Administrative Record, dismissing a post-award bid protest filed by Perspecta Enterprise Solutions LLC. At issue in the case was the Navy’s February 2020 decision to award a $7.7 billion contract for IT network services and modernization to Leidos. Perspecta alleged that Leidos had an unfair competitive advantage based on hiring a former government employee and that the Navy engaged in inadequate and misleading discussions with bidders and had incorrectly evaluated the competing bids. Leidos intervened in the court action and filed briefs in support of the Navy’s award decision. The win comes several months after Robbins Russell secured a victory for Leidos in a similar challenge brought by Perspecta before the Government Accountability Office.
